I use two google acts on my device. My colony defaults to my work account. The Google play app is logged in on the correct acct. I removed the 2nd account and purchased the premium app. Once I added my work acct, my colony defaulted back to that login.

The rule is that only the account that purchased or download an app is allowed to make in-app purchases for that app. I have confirmed this with Google directly.
