Oh, so I have declared independence. I found out good behavior such as paying your workers and your taxes makes the civics and money cost go down. The least amount you would need to pay would be 250 civics and the prices goes up if you behave badly in your current commonwealth

Yes. Having an independent colony means that you can then have others join under your colony and thus create a common wealth.
