Both Research and Money in MC2 will operate differently than in MC1. In MC1, Research and Money were regular resources like everything else. In MC2, they are separate from resources, and tied to each player instead of to the resource pools. This means that no matter which settlement you are in, your Research and Money stays the same and is all linked together.
Neither are implemented yet and I don't have a timeframe, but I will say soon. My plan is to have an MC2 beta on Google Play in July, so both will certainly need to be in the game well before then, so I would say in the next 1 or 2 updates.
