I am having same Issue with win 10 in region locked out of half my cities

When I open my region I am able to open some of my colonies but have 2 Colonies that will not open. One the other day and now a second one today. Get messages "syncing data" and then "syncing data with server..." then I get kicked to the region screen. I am on a pc, with windows 10, using ape app launcher to play.
