Just figured it out, I needed wood!

I have been trying all month to gain independence so that i can build a galactic board of trade only to read that independence isn't required. I have researched everything accept the United earth base which says there are no requirements. My colony is pretty advanced with tall construction and cloning. Any help is appreciated!
