I found a solution if anyone still looking. I dont know what causes this issue and when it happens as i have encountered it at different points throughout different games but you need to go through and disable all buildings and make sure no building are over lapping(look at other building of the same color when using that mode and see if any are brighter than the other and delete). For me gold mint and civil center is what caused everything to mess up. Still working on a solution to why my population number keep jumping up and down tho.
