Pierpaolobarabba's Wall

I'm playing as part of the United Earth on a mars-like planet. There is no way for me to get clay or oil. No dedicated structures at all. I did all the researches (I am about to research Galactic Governace) and buildings that I could but nothing... any suggestions?
