It’s got to be a cached Service Worker refusing to die. You can open the Dev Tools on the page, go to the Application tab, nuke the Service Worker, and do a hard reload.
Tried it, only worked once.
And it doesn't apply to the desktop shortcut.

I have pathfinding issues since .49 same as we had when ice world was introduced. I´m using chrome browser
I got enough civics to declare independence but when I do it only shows a pop up with never mind
