No new colonists
I left my game running for a while and ran out of water, and all my people died. Now no new people are coming....i have to clone them SLOWLY. Also my blackmarket no longer can import or export.
sounds like you have embargoes in place from not paying taxes. Shut down everything but water/food/some power until you get at least those populated. Once you can start paying the taxes, over time those embargo's will lift. It will take a while.
