Why can't I upgrade my colonial assembly?
Am I missing something? I've researched up to capital lvl 4, have 6 mill atmosphere, I don't get it. And I've bought stuff off the auction house hoping I was missing materials, still nothing. I'm lis.
The colonial assembly doesn't upgrade to anything.

Once you gain independence, you can build the independence hall which can be upgraded:

Well then how do I buy more than 2500 on the auction house? I know something gets upgraded.
