Buildings are available before the tech is researched
A few times i've seen new buildings and when I go check the technology it says there's a new one available. And when I read it, it's about the building I already have in the menu. This happend now with the public works. I already had the Forum before researching the tech.
Also recently there was the larger housing and medical research but no buildings for it.
