yep but u can see that it increase production for no reason and some of those buildings use other ressources so I dont really see the point of the decay here

Decay is for anything above the storage limit. If you have more than that, it WILL decay until under your storage limit. As you did not say anything about what that currently is for you, there is no way to tell if that is the case.
as you can see the building are produicing which wouldnt be the case if it was higher than the storage limit i though it was obvious
