In my current world eutopia the entertainment buildings don't work, people have never entered them, never use them and are all tired.
Thats the globes, Infernet relay parks etc

otherwise you'll rarely see many colonists in them.

its usually only in times of happiness crisis will people flock to them.
so if lack of food or water or power happens or mass taxing or execution...something to drop happiness they'll all go to the pub to get some rum and "hopefully it'll all blow over.".....well that or everyone dies horribly of neglect..its a reason to not idle my colony. :P
