New Testing mode (creative mode for beta tester)
I was thinking a new game mode, only for offline game (like creative mode), useful for test new feature:
- Only offline, can't turn in online colony (like creative mode)
- A little windows to add or remove any resources (from ore, to research/civics)
- an other windows for add or remove population or tourist
- regular construction (not like creative mode..)
