Maybe in the policies area, there could be a referendum option, where the player can ask the colonialists about changes, and receive a computer-generated answer based on current government statistics, allowing the player to act on the referendum and receive "government rating" or to go against the advice and lose ''rating''. This could create interesting results on regional maps...
