Can you only get the Ore Fracking operation on the red world and the water world or can you get them on other worlds. If the first part it correct then why? It would be nice if it was available on all worlds.

The ore fracking building is not specific to any worlds.

I have researched all the things to open up the Ore Fracking operation but I don't have the ability to build it.
