A Feasting Area produces 4 food/round, where one round = 300 ticks, hence 0.133 food/tick. You said that a colonist consumes 0.002667 food/tick, but it doesn't mean all the colonists eat all the time, right?

they eat ~4 food per minute. so just look that your food and water production is x4 your population.
