Solar panel cannot be built in ice world, but the "high density solar panels" Technology still can be research.

O that ice world because its crystal power .
The trick is focus on nukler tech untill then just build food and research labs .
Not a big fan of LIS worlds they are a pain .
even bug worlds are easer as it does not take massive amounts of stuff to build things .
O and LIS has the Bazzar which can import any thing even plastice so why now import 250 diamonds and see if the Diamond solar tower shows up .
anyway Its not hard just slow starting .

if you haven't sun you can't product power by sun it is logique ,the high density solar panels need sun (and hot )to run good if you haven't hot (like in the iceworld) so you didn't have any sun CQFD
