If you start a new game there are 3 options:
offline
online
creative
the description for offline and online are the same (both indicate offline).
It also appears if you start an online game with a custom charter code, you cannot play the ice world.

You can with a Custom charter, it just needs to be either LIS or Zolarg based as those are the only two with ice maps.
you can't start a ice world under a custom charter code.

I started a Zolarg ice map under my own charter code just fine. I assume its the same for LIS. The charter code will need to be of the correct base type - LIS or Zolarg in order to have the option.
