Maybe you could run a large colony and check how colonists are using stuff .
38,300 colonists 1756 is entertainment max and its full and the only compliant lol.
2,600 health care access and again its darn near full at around 2000 usage .
education has around 7,500 access and is totally full .
so out of 38,300 colonists 10,000 are not working at all along with the 20 left have shifts means at best 15 % are working at anyone time .
ps payroll really does come fast but like the other guys are saying population is steady .
