What is the point of colonies having x1000+ payroll assistance?
Wouldn't they lose money super fast? I've always wondered why it is beneficial.
It depends on the colony, there are a few out there that can support the drain on resources. Mine for example is set quite high, I like to have a nice map for new players to learn the game without the worry of paying for things.

At least give them what they are paying. I suppose it helps colonies to grow real fast, which means more income from taxes, or at least more resource production in the cw.
