Arcologies provide IQ?
In the reference site under Arcology there is a note; "This building provides a 100 IQ." Does this mean I can afford to ditch the Internet Relay Stations and Museums?

I think that means that it increases the colonists IQ to 100, but not higher. Or it only increases a colonist IQ if it's already above 100.
