Thing is one has 10,000 home spots ( and 7,000 jobs ( that helps )
The other has 16,000 homes Only .
Now that is alot of colonists to bring in at once .
Even the Advanced robot factory would take 23 buildings to have enough jobs for them .
Every other building would take more 32 malls or big banks over 100 sweat shops of what ever type .
And i wont bother to figer out how many Upgraded dig sites or enrichment plants .

The point to this post is Unemployed colonists bites and a building that had 2000 - 5000 jobs would make the archs easier to use .

Archs are a late game building and any large jobs building could also be a late game building .
So it would not effect game play if you made a steel Refinery that had 5000 jobs and made say 1,000 steel per round .
Or a Gold lab that held as many jobs and made gold at 750 per round or what ever resource .
Big late game building that holds 5000 jobs .
Heck even if it only made coins off say cloth- a super sized sweat shop .

Well there had to be some drawback to the arcologies, and unemployment is one. Also, late game buildings generally rely more on robotics than workers. It is supposed to eventually start mirroring problems that our society may face in real life, like mass unemployment due to technological advances. The more advanced a colony becomes, the less workers it needs.
