The star gate is buildable after obtaining the interdimensional travel tech. However the tech ‘promised’ to bring in new construction methods, so I think there should be other new stargates, or, maybe new techs.

I do mean, bring in new construction methods from distant civilizations. It should be have something like a Insectnoid Portal (of caz, for insectnoids) and unlockable insectnoid-human fusion style buildings plus production methods.
