Yes it is true that you can destroy the landfill directly. But watch what happens to your resources when you do it. Also try building one to 99% and then hitting cancel.

If you destroy it or cancel it, the amount of trash is restored in your resources so there's no need to prevent it from being destroyed or cancelled.
