Yes indeedy, that would be awesome. So every road material except for the highest tier road would have two upgrade options, one to upgrade the material, and one to add lighting. The lighted roads could have the inverse, to upgrade to a better material lighted road, or to remove lighting, which just sells the lighted road and starts construction for the unlighted version of the same material road.
